Our By-laws haven’t been brought up to date for almost 18 years. Early in 2021 questions and update ideas went out for legal review, but action was delayed by COVID and the Clubhouse renovation. We need member ideas for a 2023/2024 update of the 2007 By-laws.

Updates we have so far –

  • A change to Article I updates the definition of a ‘Qualified Property” by relying on the Trumbull Graphic Information System (GIS). The Parcel_IDs and addresses bounded by the 1940s development maps are in the GIS. No PLA “lots” have been added or removed, but PLA parcels are clearly listed.
  • Changes to Article V and subsequent articles bring us up to date with the internet. Now, if a member’s email address is recorded along with his snail mail address, it can be used for in-writing notices.
  • The current By-laws are somewhat ambiguous as to whether or not ‘disturbance’ refers only to PLA property. A change to Article V clarifies a disturbance, by reference to Trumbull ordinances.
  • The new Article VIII makes it clear Board vacancies are to be filled from the plan with the vacancy. The Board will still fill the vacancy, but the update gives all members the opportunity to nominate a replacement.

A few housekeeping updates are –

  • Affirm that the Partyline is the Association’s official Newsletter
  • Spell out what should be in a proxy for the annual meeting
  • A Charter update makes the incumbent Treasurer the ‘party to receive service’
  • Clarification of Standing vs. Special Committees

The proposed By-laws updates above come from the lawyer and just a few of the 18 Board members. We need a broader perspective and additional ideas from all members.
